L'auteur se prononce pour la conservation de Mazarin par trois raisons : 1. Rome est en Italie, et les Italiens sont nos compatriotes ; 2. Mazarin a rattaché à notre cause des seigneurs, des princes, des prélats, des villes ; il a contribué à étendre le commerce de la France avec l'Italie ; 3. un roi ne doit pas changer les bons serviteurs de son prédécesseur.
